### Overview

At the 2025 Sol Foundation Symposium in Baveno, Italy, retired French Engineer General of Armaments Pierre Bescond revisited the history and continuing relevance of the COMETA report, France’s landmark study of unidentified aerospace phenomena. The discussion, hosted by Sol Foundation co-founder Dr. Peter Skafish, examined France’s institutional approach to UAP investigations, several influential cases, and the report’s controversial consideration of extraterrestrial explanations.

Held from October 25–27, 2025, the symposium brought together researchers and experts examining UAP from scientific, governmental and historical perspectives. Bescond’s presentation focused on the legacy of a 1999 document formally titled *UFOs and Defense: What Should We Prepare For?* Although COMETA was not an official government report, it was produced by a committee of senior figures from the French military, intelligence and aerospace communities.

### France’s UAP Research Framework

Bescond described the development of France’s official UAP investigation structure, including the creation of GEPAN in 1977. The organization, now known as GEIPAN, operates within the French National Centre for Space Studies, or CNES. Unlike many national governments, France has maintained a public-facing body dedicated to collecting and analyzing reports from within French territory.

GEIPAN has become known for publishing case information and assessments online, providing an unusual degree of transparency on reports that often remain classified or inaccessible elsewhere. Bescond previously oversaw the organization and held senior positions connected to France’s aerospace sector, including work with CNES and participation on the European Space Agency council. He also managed operations at the Toulouse Space Center.

### The COMETA Report and the Extraterrestrial Hypothesis

According to Bescond, the COMETA committee was established to draw official attention to UAP and encourage governments to prepare for phenomena that could have implications for national security. The report reviewed military encounters, pilot observations, radar data and physical traces, ultimately arguing that some cases could not be adequately explained by conventional aircraft, natural events or known technologies.

The document’s most widely discussed conclusion involved the **Extraterrestrial Hypothesis (ETH)**. Bescond emphasized that the committee did not claim definitive proof that UAP were extraterrestrial. Rather, he said, the committee concluded that after considering the available observations, the ETH was the only hypothesis that appeared capable of accounting for certain reported performance characteristics. That distinction remains central to debates over whether COMETA represented a scientific conclusion or a proposal for further investigation.

### Cases and Government Response

Bescond cited several cases that influenced his assessment, including the 1976 Tehran incident, in which aircraft crews reportedly experienced equipment failures while attempting to intercept a UAP. He also discussed a 1994 Air France sighting involving pilot Jean-Charles Duboc, who reported both visual and radar contact. Other examples included the 1981 Trans-en-Provence case, associated with physical traces on the ground, and the 1965 Valensole encounter, which involved reported beings.

He expressed frustration that the report generated international attention but did not lead to significant political action in France. Bescond also described unsuccessful efforts to establish cooperation with senior U.S. officials, whom he said maintained strict secrecy around the subject. His broader claims that French military intelligence has conducted classified UAP studies remain based on personal accounts and interactions rather than publicly documented programs.

### A Call for a New International Study

Bescond characterized COMETA as groundbreaking but now **“outdated”** after more than 25 years. He called on private scientific foundations and research institutes to develop a new, international assessment based on modern data and analytical methods. He also encouraged serious study of alternative ideas, including Jacques Vallée’s Interdimensional Hypothesis, while stressing the need for rigorous scientific standards.

His closing argument was that private organizations may now be better positioned than governments to overcome institutional secrecy and coordinate international research. The presentation did not establish the origin of UAP, but it renewed the debate over whether the questions raised by COMETA warrant a broader and more transparent scientific response.
