The video describes Dulce Base as a seven-level underground complex supposedly connected to Los Alamos by a high-speed transportation system. It attributes construction to the Rand Corporation and refers to military and construction activity reportedly observed in the area in 1947. It also claims that more than 100 similar installations exist worldwide, including sites in Antarctica, Russia, the moon and Mars. Alleged Experiments
The most serious claims concern alleged genetic research, human experimentation and methods of psychological control. The video alleges that DARPA and the CIA tested such technologies and that cloned humans and involuntary surrogate pregnancies formed part of a broader military program.
